You might do better to take cuttings. That will give you a full sized tree of your desired variety, and less work.

You can graft a Pink Lady scion onto what you have. That will produce Pink Lady apples. Of course you will have a full sized tree, because it's a seedling rootstock.

Could be fire blight, but the only time I saw fire blight was on my pear trees, and they were covered with it. The affected parts were totally destroyed. Yours doesn't seem to be covered too badly, so possibly it's something besides fire blight. Maybe an expert will chime in.
