Diploids only pollinate others, never themselves, self sterile. Tripods are cannot pollinate anything but often produce fruit parthenocarpically -without fertilization.

Eastern WA the temps get to -10 to -15 deg F regularly. Was it really that cold? Check the roots for voles, root rot etc.

Can't help with sourcing. The varieties for cider are many Bitter, Tannic, Sweet, Acid and Aromatic. Put these together with multiples or find a varietal cider apple. Keep em below 40 degrees if you can and above ~15 degrees (roots can be damaged and I don't know that T specifically). Prune minimally. Less is better imo. First, have damage noted, cost out damage and then call your local Fish and Wildlife Commission folks as they are responsible for damage and will fence where needed. Otherwise they pay for the losses. At least that's the way it works here in Washington State.
