It is a canker (what my grandfather called tree cancer). I'm not sure what damaged caused it (hail or cicada?) or which disease is infesting it (bot, nectria?), but I would recommend you trim it out wherever possible and destroy the removed limbs. The best time to plant in the spring is as soon as the frost has left the ground and the soil has dried out enough that it is not muddy. Normally for us in PA we start planting around the end of March or as soon as conditions allow.

I still grow them and sell them at our Farm market in South Central PA. I ship anywhere in the USA.

I have never grown Brookfield Gala, However I grow Buckeye Gala, Kidds D8 Gala, Fulford Gala and Crimson Gala. Unfortunately the Gravenstein variety is very suseptable to fire blight. This is the reason we unfortunately had to remove this variety from our orchards. This was a favorite among the bakers in our community. If someone discovers a control for fire blight, I'd bring this variety back in a heartbeat...

Two possibilities to consider. If you sprayed Glyphosate (Roundup) on the trunk of the tree during the late summer or fall last season when the tree was storing up reserves for the winter, you could see this type of injury.
