Fearn's Pippin question

My Fearn's PIppin has been in the ground five years now and has grown well. However it has yet to flower. Is Fearn's Pippin a shy bloomer? How old does the tree have to be to start producing? It is on M26 stock. Most of my other tree have started bearing.

I would have expected it to have bloomed from about year 3 or 4.

Is Fearn's Pippin a tip bearer or do the flowers form along the branches? There were plenty of "spurs" but these turned out to be new growth. I fertilize it just like my other trees.
